Gary Taylor joined the SACOG staff in October as an Associate Planner. He is a member of the Transit Team, working on Multilingual Alternative Transportation Public Information, Federal Grant Programming, as well as short and long-range transit plans.
For the last nine years, Gary served as the Transit Services Manager in Greeley, Colorado, which is located approximately 60 miles north of Denver. He has over ten years of experience in municipal government as an analyst and general services manager. He holds an MBA from the University of Arizona and a B.S. in Finance and Business Economics from Brigham Young University. Gary can be reached at 916-340-6279 or gtaylor@sacog.org.
Edward Coviello was hired in November as an Assistant Planner. As part of the Transit Team, he will be working on the Transportation Development Act, Unmet Transit Needs and the Regional Transit Trip Planner programs. Edward spent five years with the Old Colony Planning Council in Brockton, Massachusetts as a Transportation Planner working on highway, transit and public participation programs.
Prior to that, he worked for the student operated Bridgewater State College Transportation Department. Edward earned a Bachelor of Science degree in Geography from Bridgewater State College in Massachusetts. He can be reached at 916-340-6223 or ecoviello@sacog.org.
Nancy Kays, Senior Planner, retired in January after 18 years of public service with SACOG. Nancy joined SACOG in 1988 as a Planner 1. She progressed through the ranks and in 1999 was promoted to Senior Planner and managed several projects, including the development of four Metropolitan Transportation Plans. Most notably, she was the project manager for the MTP for 2025, which was the first to establish four regional funding programs: Bicycle and Pedestrian, Air Quality, Community Design and Transportation Demand Management.
Nancy most recently managed the Rideshare program at SACOG, which includes marketing 511 traveler information, outreach with area transportation management organizations, and overseeing the Bike Commute Month and Best Workplaces for Commuters campaigns. Her work in transportation demand management was recognized in December by the Association for Commuter Transportation's Northern California Inland Chapter, which presented her with the 2006 ACT NOW Individual Award.
"In my years at SACOG, I've witnessed a sea change in the work the agency does and how we engage the public. It has been a great privilege to be a part of this," Nancy commented.
Prior to SACOG, Nancy worked as a staff analyst for the city of San Jose and as a research assistant at the University of California at Irvine, where she received her master's degree in Business and Public Administration.
Upon retirement from the public sector, Nancy will use her planning expertise in the private sector, consulting on Blueprint projects throughout the San Joaquin Valley.
