What is a Program Environmental Impact Report?
A program EIR is an environmental document that provides a framework for future environmental analyses. The EIR presents a region-wide assessment of the MTP2035's impacts. The focus of this EIR is to address the impacts of projects that may be regionally significant. Site-specific impacts of individual projects are not included in the EIR. Individual specific environmental analysis of each project will be undertaken by the appropriate implementing agency prior to each project being considered for approval.
How to review the EIR
You can easily review the EIR and MTP2035 online. The EIR is on this page. You may access the documents in person at SACOG.

Final and Draft EIR combined constitute entire document
The Final EIR amends and incorporates by reference the Draft EIR, which is a separate document. The Final EIR, combined with the Draft EIR, constitutes the entire EIR on the project. Both the Draft and Final EIR are available below.
